Bios - Full Time Faculty

Andreas Muller, Ph.D.

Andreas Muller, Ph.D., Department Chair and Professor of Health Services Administration, at UALR since 1987. Education: Ph.D in Sociology, SUNY-Binghamton, 1977. Post-Doctoral Fellow, The Johns-Hopkins University, School of Hygiene and Public Health, 1978-79. Teaching: Health Care System, Decision Analysis, Health Planning and Marketing, Health Statistics, Health Economics. Research: social and behavioral determinants of health, time series analysis and forecasting, evaluation research, social health insurance programs. Publications: Medical Care, Health Care Financing Review, American Journal of Public Health and other journals.



John B. Wayne, Ph.D.

John B. Wayne, Ph.D., Professor of Health Services Administration, has been a member of the UALR faculty since 1988. He teaches in the areas of health economics and health care finance.

Dr. Wayne's current research focuses on the evaluation of health services delivery, cost containment, and the prevention of unhealthy behaviors. Previous research was centered on the economic impact of specific illnesses.

His public service activities include contributions to numerous professional and community organizations. These include the American Public Health Association, the Association of University Programs in Health Services Administration and Arkansans for Drug Free Youth.

Prior to joining the UALR faculty, he was a faculty member for eleven years in the Department of Health Care Organization and Policy, in the College of Public Health, at the University of Alabama at Birmingham. His academic preparation includes an undergraduate degree in Electrical Engineering and an MBA degree from the University of Florida, and a doctoral degree in administration of health services from UAB.



John Baker, Ph.D.

John Baker, Ph.D., Professor of Health Services Administration has been a member of the UALR faculty since 1980. He was the founding faculty member and Chairman of the Graduate Program in Health Services Administration at UALR for sixteen years. The Program is one of seventy nationally accredited graduate programs in health services administration.

He teaches in the areas of health management, managed care, health care quality management and health policy and decision making. His research focus is on the management of health institutions, managed care and cost containment. He consults with hospitals, medical groups, long-term care facilities and managed care organizations on a variety of strategic and operational issues.

He has served on numerous state and national committees dealing with health issues. Among his public service activities are service as Executive Director of the Arkansas Commission on Health Care Cost Containment, chairman of the Arkansas Department of Human Services committee on Reimbursement Reform for Long-Term Care Facilities and Board member of the Partnership for Healthy Communities.

Prior to joining the UALR faculty, he was a health administration faculty member at the University of Mississippi, the University of Missouri-Kansas City and Ohio State University. His undergraduate and MBA degrees are from the University of Rhode Island and a doctoral degree in health administration from The Ohio State University.



Dr. Ruth Raines-Eudy

Ruth Raines-Eudy, Ph.D., Assistant Professor, has been a member of the faculty in the Graduate Program in Health Services Administration since 1999. She teaches Statistics for Health Administrators, Managerial Epidemiology, the Health Care System and Human Resource Management in Health Service Organizations. She has a PhD from the George Warren Brown School of Social Work at Washington University in St. Louis. She has taught at the University of Tennessee in Memphis and at the Tulane School of Social Work and Tulane School of Public Health and Tropical Medicine in New Orleans. She also serves on the faculty of the University of Arkansas College of Public Health where she teaches the Introduction to Public Health course. Her research interests are in the area of rural health, the Critical Access Hospital program, health policy, maternal and child health, particularly in the Lower Mississippi Delta Region, and community building for public health.


Bios - Part Time Faculty

George H. Gray

George H. Gray, Jr., Director Central Arkansas Veterans Healthcare System - Born in Pascagoula, Mississippi, and is married with three children. He received a B.S. from Mississippi State University in 1969 and an M.B.A. from East Tennessee State University in 1984. He served on active duty in the U.S. Army in New Orleans, Louisiana, and the Republic of South Vietnam from 1969 to 1971. He is currently the Director of the Central Arkansas Veterans Healthcare System, one of the largest and busiest facilities in the VA system.

He began his career with the Department of Veterans Affairs in 1972, and has served in numerous leadership roles in Mississippi, Alabama, Texas, Tennessee, Louisiana, Washington, DC, and now in Arkansas. As Director of the Central Arkansas Veterans Healthcare System, he has fostered an even stronger partnership with their primary affiliate - The University of Arkansas for Medical Sciences. Because of this positive relationship, both facilities have benefited from shared services and resources.

He participates in many professional organizations and has been actively involved in the community since arriving in Little Rock in 1994. These include: Chambers of Commerce (Little Rock and North Little Rock), Metropolitan Hospital District (Past President), American Hospital Association, United Way of Pulaski County Board of Directors, Combined Federal Campaign of Pulaski County (Past Chairman), American College of Healthcare Executives, American Legion, Veterans of Foreign Wars, Arkansas Health Resources Commission, Federal Executive Association of Arkansas (Past President), and the Senior Executive Association (Past President, VA Chapter).

Alan Winkler

Alan Winkler - With over twenty years of healthcare management experience, Alan has worked in both the hospital and clinic settings managing private and academic practices. Presently he is the Chief Operating Officer for Arkansas Health Group, a division of the Baptist Health system where he oversees the operational and financial aspects of twenty-four medical practices across the state including primary care, specialty, and multispecialty clinics.

Alan has a Master's Degree in Health Services Administration and is a Fellow in the American College of Medical Practice Executives. He is President-elect of Arkansas Medical Group Management Association and serves as a Team Leader for the Professional Papers Committee for the American College of Medical Practice Executives. He also teaches an Ambulatory Care Management course in the Master's Program at UALR.

Alan has been married for twenty years and has two sons, aged nine and five.

Dr. RTilford

Mick Tilford, PhD - is an associate professor in the Department of Pediatrics at the University of Arkansas for Medical Sciences with a part-time position in Health Services Administration for the past year. He received a doctoral degree in health economics from Wayne State University in 1993. His current research studies the impact of illness or injury on children and their caregivers using methods from economic evaluations.

Dr. Tilford has served as a principal investigator on research sponsored by the Agency for Healthcare Research and Quality and currently is the principal investigator on a grant to examine the cost and benefits of pediatric traumatic brain injury from the Maternal and Child Health Bureau. He has published on the application of guidelines for economic evaluation as they relate to pediatric populations and the impact of technology on pediatric outcomes over time. His work has appeared in periodicals such as Health Services Research, Critical Care Medicine, Pediatrics, the Southern Economics Journal, and Medical Care Research and Review.

Dana Barber Gonzales Dana Barber Gonzales, MHSA - has been a part time faculty member in the Graduate Program in Health Services Administration since 1998. Among the courses she has taught are Health Systems, Health Care Marketing, and Long Term Care Administration. She has a BS in Dietetics from the University of Central Arkansas. She completed the MHSA program in 1998 and is currently pursuing her Ph.D. in Public Policy with a specialization in Health Policy at the University of Arkansas, Fayetteville. She also serves on the faculty of the University of Arkansas for Medical Sciences College of Public Health.

Her full-time position is with Partners for Inclusive Communities, in the UAMS Department of Pediatrics where she oversees the Early Head Start Research program for Arkansas and Tennessee. In addition, she serves as the Health Administration Discipline coordinator for the Leadership Education in Neurodevelopmental Disorders grant and is responsible for the distance learning component and leadership projects.

Harold Simpson Harold H. Simpson is a practicing attorney with The Health Law Firm in Little Rock, Arkansas. He limits his practice to representing hospitals, nursing homes, and other health care providers and professionals.

He teaches health law at University of Arkansas for Medical Sciences and the U.A.L.R. Graduate School of Health Services Administration and has taught health law at the U.A.L.R. School of Law.

He is co-founder of the Health Law Institute which, since 1977, has presented over 250 programs throughout the United States which focus on health laws, regulations and judicial decisions of virtually every state. He is the co-author of Practices (1984) and Nurse's Legal Handbook (1985).

He is a member of the American Health Lawyers Association and the Committee on Health and Human Services of the American Bar Association Section on Administrative Law. He is a charter member of the Forum Committee on Health Law of the American Bar Association and past Chairman of the Health Law Committee of the Arkansas Bar Association. He has been selected for inclusion in the Health Law Section of The Best Lawyers in America for 1991-present.

Jerry Kincade Jerry Kincade , MS, Teaches Health Services Finanical Management in the Department of Health Services Administration at UALR. Jerry began his 30-year career in healthcare management in Pocahontas, Arkansas. He served as administrator and CEO for several facilities in the not-for-profit and investor owned sectors of the hospital industry.

He was on the Board of Directors of the Arkansas Hospital Association and was a member of Advisory Council for the UAMS AHEC-Texarkana. He was active in many civic organizations in the communities where he served. He is a Diplomat (inactive) in the American College of Healthcare Executives.

In addition to his role with the Health Services Administration Program at UALR he provides consulting services to the healthcare industry.

Stephen Foti, M.S.,FACHE, serves as the Coordinator for External Programs for the Department of Health Services Administration at UALR. Steve has served more than thirty years in healthcare administration. Most of his career has been in Arkansas.

He has served as CEO of multiple health care agencies including ambulatory mental health agencies, inpatient mental health and physical health facilities, as Director of Health Planning for the State of Arkansas and was the Project Director and final author for the managed care system, Arkansas Behavioral Care.

He a graduate of the University of Arkansas at Monticello. He earned a B.B.A in Business Administration with a major in economics. He received his M.S. degree in Healthcare Administration from the University of Cincinnati with an emphasis in Health Planning. Steve is a Fellow in the American College of Healthcare Executives.
