- Eligibility for designated disability parking spaces
- Individuals who have valid Arkansas disability placards or license plates for their use are eligible. (Paper work must be in student or employee's name, not that of a family member.) This does not include "Disabled Veterans" license plates; the wheelchair symbol must be present.
- Individuals who have obtained "Temporary Handicapped Parking" hangtags from UALR Health Services are eligible. Health Services uses the same criteria as the State of Arkansas, but issues the temporary hang tags when the disability is expected to last less than three months.
- Individuals meet the state requirements when their physician has certified they meet one or more of the following criteria:
- Cannot walk one hundred (100) feet without stopping to rest;
- Cannot walk without the use of or assistance from a brace, cane, crutch, another person, prosthetic device, wheelchair, or other assistive device;
- Is restricted by lung disease to such an extent that the person's forced (respiratory) expiratory volume for one second, when measured by spirometry, is less than one (1) liter, or the arterial oxygen tension is less than (60) mm/hg on room air at rest;
- Uses portable oxygen;
- Has a cardiac condition to the extent that the person's functional limitations are classified in severity as Class III or Class IV according to standards set by the American Heart Association; or
- Is severely limited in his/her ability to walk due to an arthritic, neurological, or orthopedic condition.
- Students and employees who have disability parking certification are asked not to park in the visitors' lots or the circular drive next to Administration South. Spaces there are for visitors with disabilities.
- Process for students, staff and faculty to obtain disability parking at UALR
- People who have temporary or permanent state disability parking do the following:
- Bring placard and copy of Revenue Office Form to Health Services, DSC 102;
- At Health Services, fill out a one (1) page, confidential, client data form and a UALR Application for Reserved Parking. A copy will be made of your placard and Revenue Office form and kept in your file. HS staff will help you determine which parking lot is closest to your classes/office and will indicate that lot on the UALR application;
- Take the completed Application for Reserved Parking to the UALR Department of Public Safety to receive a free gate card for lot access.
- People who do not have the state disability placard or license plate may do the following:
- If you anticipate your disability will last longer than three (3) months, get the "Doctor's Certification Form" from a Revenue Office and take it to your medical doctor to see if you qualify. If so, proceed with the application and follow steps A; 1-3, above;
- Individuals with a very temporary disability, such as recovery from an injury, illness or surgery, who meet the requirements for state disability parking, should have his/her physician write a letter to Health Services indicating the diagnosis, limitations, ability to walk one (1) block or need for "handicapped" parking, and for how long;
- Bring the letter to Health Services, DSC 102, and fill out the confidential client data form. The nurse will complete the Application for Reserved Parking, if indicated;
- Take the UALR Application for Reserved Parking to Department of Public Safety and receive a free gate card.
- Medical Reserved Parking
- Students and employees may have medical conditions that are not severe enough to meet Arkansas requirements for disability parking, but are disabling enough to make walking two blocks from distant open lots difficult or impossible. "Medical Reserved Parking" is an option. Consult with Health Services to see what is needed. Usually, the minimum requirement is a letter from your physician stating the diagnosis and that as a result, you cannot walk two (2) blocks. If you are eligible, you will receive authorization from Health Services to take to the Department of Public Safety for parking in a reserved lot. Note! Reserved parking is approximately $10 per month.
