  Leroy Carter
Reverend Carter has lived in Phillips County since 1963.  He currently serves as a moderator for 70+ churches in the region.  He is president of the Ministerial Alliance and also serves on the Phillips County Port Authority.
 
 
 
 
 
 
 
  Jim Frazier, Chairman
Mr. Frazier, owner of Cline-Frazier Consulting Engineers, has lived in Phillips County since 1967 and has been active in the work of the Phillips County Port Authority, over civic organizations, and industrial development.
 
 
 
 
 
 
 
  Rayne Gordon
Mr. Rayne Gordon was born and raised in Helen, leaving only for a three and one-half year period in the army followed by seven years in California. He is employed by the Arkansas Health Department as the Syphilis Elimination Coordinator for the North and Southeast Regions. He is a member of the state-wide Planning Team for HIV Prevention. He is active in the community through his service on the Helena/West Helena School Board and serves as the President of the Sonny Boy Society/King Biscuit Blues Festival.
 
 
 
 
 
 
 
  Lula Hicks
Mrs. Hicks has lived in this area for 40 years and has served as a missionary in the community and choir leader for 20 years.  The mother of nine grown children, Mrs. Hicks is well-known for her beautiful voice, having sung for Bill Clinton when he was inaugurated as governor of Arkansas and more recently for Governor Mike Huckabee on one of his visits to Phillips County.
 
 
 
 
 
 
 
  Dorothy Martin
Mrs. Martin worked for 39 years as a teacher in the Helena-West Helena School District before retiring in 2004.  She is married to Bobby Martin and says she is glad to contribute whatever talents she has to the city unification process.
 
 
 
 
 
 
 
  Henry Richmond
Mr. Richmond has lived in Phillips County all his life.  Active in the community, her served 17 years on the Helena-West Helena School Board and 15 years on the board of directors for the Helena Municipal Water System.  He, too, has served on the Phillips County Port Authority and as Finance Committee treasurer of First Methodist Church.  Richmond retired two years ago after working for 47 years for First National Bank of Phillips County.
