A New Day in the Delta

The mayors of Helena and West Helena appointed the persons listed below to a Transition Team to consider any and all steps that must be taken in order to form the union of Helena and West Helena on January 1, 2006.

The Transition Team is charged with considering all fiscal and operational matters of both Helena and West Helena in order to determine a prioritized list of recommendations for the new governing body of the united city, including but not limited to

·        Determining what tasks should be undertaken prior to unification and inasmuch as possible undertake to achieve these tasks.

·        Determining what matters must be accomplished immediately upon unification and how these matters can be best accomplished.

·        Determining what matters should be accomplished with three to six months of unification and how these can be best accomplished.

·        Determining what matters it would be nice to accomplish in the first year and how these matters can best be accomplished.

·        Determining what matters might be considered in achieving the full realization of Helena-West Helena in the years following the first year after unification.

Since this task is multifaceted and complex, the appointing mayors empower the transition team to appoint subcommittees from among the knowledge citizens of both communities to focus on specific tasks as are necessary to carry out the charge.

The mayors of Helena and West Helena empower the Transition Team to receive any and all information requested from agencies and commissions of both Helena and West Helena and instruct these agencies and commissions to comply with all requests received from the Transition Team as promptly as possible.

The Transition Team will make an initial public report to the existing governing bodies of Helena and West Helena in joint session with the new governing body of Helena-West Helena within one month of the election of the new governing body.  The Transition Team will cease to exist on January 1, 2006, unless reappointed in some advisory capacity by the newly installed governing body of Helena-West Helena.
